HOW TO APPLY LTO STUDENT DRIVER'S PERMIT ONLINE (LATEST GUIDE 2021)




LTO has launched an online portal to make most transactions easier. All motorists in the Philippines can now apply for all kinds of LTO licenses and renewal through the Land Transportation Management System or LTMS. 

With this new online portal, drivers and vehicle owners can now easily book an appointment and apply for the following transactions easily:

  • Student Permit (New, Revision, Duplicate etc.)
  • Driver’s License (Pro and Non-Pro)
  • Conductor’s License
  • Renewal of Driver's License
  • Car Registration

With this new system in place, we can now reduce the long waiting time at LTO offices.

IMPORTANT!

The LTO Student Permit Online Application is only limited to getting an online appointment or schedule. This guarantees that you’ll be accommodated when you go to any LTO office of your choice. Your transaction will also be processed quickly since there will be special lanes for those who have applied on the LTMS portal. You still have to personally go to LTO office to submit other requirements and process your application. 

 

Here are the step-by-step guide on how to get a Student Driver's License or Student Permit:


1. First, you need to enroll in Theoretical Driving Course (TDC) 

  • This is a mandatory requirement. 
  • TDC is a 15-hour theoretical driving lessons that you can take at any LTO Drivers Education Center or any nearest LTO-accredited driving school (Smart Dribing, A1 etc.).
  • This course does not involve actual driving, instead, it focuses on theoretical aspects of driving like traffic signs, traffic laws, violation, driving etiquette etc. 
  • Upon completing this course, you will be given a certificate which you can use to apply for a Student Permit.
  • The TDC Certificate is valid for 2 years.
  • As of January 8, 2021, LTO has suspended online TDCs indefinitely, which means you have to enroll in a face-to-face class.
I would recommend for you to apply in an LTO Drivers Education Center accessible to you so you can get this for free. If you are located in Metro Manila, you can try to enroll in TDC for free here LTO NCR EAST
  • You need to get appointment online to secure a slot
  • New appointments/slots are posted every LAST FRIDAY OF THE MONTH at 7AM 
  • Schedule of TDC class is at 12NN-5PM from Tuesday to Thursday
  • They only accept 40 applicants  per day, 20 each in the morning and afternoon sessions
  • Note that the dates get fully-booked easily!


2. Next is you need to prepare legal documents like:

  • Birth certificate (with marriage contract for married women) issued by PSA, original and photocopy
  • Parent’s or Guardian’s consent and valid government-issued ID (for minors)
  • Any issued ID with photo and signature
  • Tax identification number (TIN) ID (if employed)


3. Get a Medical Certificate issued by any LTO Accredited clinic

  • You can go to any nearby LTO office to get this
  • Select the clinic which can issue you 2 copies (1 for the Student Permit Application and another 1 for the Driver's License Application)
  • The Medical Certificate is only valid for 2 months, meaning, within that 2 month period, you should be able to apply for a Driver's License to save Php 500.
  • Your medical certificate will be electronically transmitted to LTO by the accredited medical clinic
  • Cost for medical is Php 500

Once the above items are complete, you can now either: 

a.)  Visit LTO office to apply personally 

b.) Or set online appointment first with LTO via the online portal before going to LTO personally

Here's How To File Your Student Permit Application Online

1.Visit LTMS to select the appointment schedule you prefer and the LTO office where you want to process the application.

Make sure you have already obtained your Medical Certificate before proceeding with these steps:. 

  • Login to this LTMS website
  • Register and Create an Account
  • Verify the account thru your registered email
  • Click "Enroll as an Individual"
  • Login and go to LICENSING icon, click Student Permit (make sure to check Remember username)
  • Provide all requested details accurately
  • Add and verify your Medical Certificate Number. This application will require you to input your Medical Certificate number otherwise it won’t push through. 
  • Select your preffered schedule and LTO Licensing Center

2. Go to your preferred LTO Licensing Center on your selected schedule to apply personally

  • Make sure to bring all your requirements
  • Bring enough cash

3. Go to the evaluator counter to submit your requirements

4.  If your documents are complete, you will be called to get your photo and signature

5.  Go to the cashier and pay the application fees

6. Proceed to the releasing counter and claim your student driver’s permit

The total cost of a student permit application is PHP 317.63:

  • Student Permit Fee: PHP 150
  • Application Fee: PHP 100
  • Computer Fee: PHP 67.63


LTO Practical Driving Exam


YOUR NEXT STEPS:

  • LTO Student Permit or Student Driver's Permit is valid only for 1 year. This gives you enough time to practice your driving skills for the actual driving test and learn the road signs and traffic rules for the theoretical exam.
  • If you fail to upgrade to a Pro or Non-pro License within the 1 year validity period, you have apply and pay for another Student Permit again.
  • 1 month after the date of student permit issuance, you can start the application process for a Non-Professional Driver’s License. If you do this, it will save you Php 500 for the Medical Certificate. 
  • To apply for a Professional Driver’s License, it's now required to have a Non-Pro License first  (and not with a Student Permit only).
